1947 yılında amerika birleşik devletleri ve ingiltere ortaklı hayata geçirilmiş sistem. Bütün telefon, mail, fax bv haberleşme organlarını tüm dünyada takip eden ağdır. Günümüz çağında bu tür hizmetlerin had safada kullanılması ile içerisinde kritik kelimeler barındıran mesajlar takip edilir olmuştur, yine amaca ulaşılmaktadır.
Bilgi güç demektir düsturundan yola çıkarsak, elinde bütün bilgileri bulunduran abd ve ingilterenin gücü elinde tutma kaygısı ile kurulan bu ağdan sovyet rusya dağılana kadar kimse rahatsız değildi. Ancak, 1998 yılında avrupa parlamentosu rahatsız olduğunu yayınlamış olduğunu bir raporla bildirdi. Zaten ağ, sadece ingiltere ve amerikanın tekelinde değil, buna israil, avustralya, çin, yeni zelanda ve tabiki türkiye de sonradan dahil edildi, ancak bütün bilgileri izlemek kaydi ile birleşik devletler ve ingiltere buna izin vermişti. Hatırlanacak olursa, avrupa ve türkiye de dahil son yıllarda bir çok ülkede güvenlik birimleri kendi haberleşme sistemlerini kurdular. Ne kadar faydalı olduğu hala tartışılmaktadır. Echelon'un iki ana merkezi bulunur, biri birleşik devletlerde diğeri ingiltere dedir.Soğuk savaş sonrası, yapılan bir tahminlere göre izmit ya da yalova da bulundurdukları tesisler türk kurumlarına bırakıldı. Şu an hala aktiftir. Zaten iki ya da üç sene evvel mit, güvenlik gerekçesiyle türkiyedeki tüm e mail, telefon, fax gibi haberleşme araclarini bir aylığına takip etmisti. Bunu echelon sayesinde yapmıştır.
Özgürlük çağı! olarak nitelendirdiğimiz bu internet çağında aslında hiç de özgür olmadığımız alenen ortadadır, özel hayatımıza doğrudan müdahele eden bir sistemin varlığı hepimizi rahatsız etmektedir. Nasıl bir dünyada yaşayacağımızı bize 60 yıl önce ünlü ingiliz yazar george orwell1984 adlı romanında kısmen de olsa anlatmıştır.
